Deqing County is
situated in the west part of the Hang-Jia-Hu Plain of the Yangtse
Delta. To the south it is connected to the provincial capital city
of Hangzhou, to the north, it is 160 kilometers to Shanghai. The
distances to Nanjing, Suzhou, Wuxi and Ningbo are all within 200
kilometers. Xuan-Hang railway, 104 National way, Hang-Ning express
highway, 09 Provincial Way all run through the territory,
transportation being extreamly convenient and fast.
Deqing is a semi-mountainous
county, the topography being high in the west and low in the east.
The West part is mountains, with the beautiful scenic spot Mogan
Moutain being situated within its territory. The east part is a
network of rivers and plains. The middle part is hills. The
natural conditions are excellent, the agricultural resources are
rich, the scene is beautiful, the land is fertile, the weather is
mild, and the rainfall is plenty. The yearly average temperature
is 16℃, the average yearly rainfall is 1373mm, and the average
yearly frost-free period is 239 days. The total area of the whole
county is 936 square kilometers, among which there are 290
thousand mu of cultivated land, 80 thousand mu of mulberry field ,
100 thousand mu of water surface, 170 thousand mu of Mao bamboo
field and 100 thousand mu of early garden bamboo field. The county
has jurisdiction over 16 villages and towns, 169 administrative
villages, and has a population of 430 thousand.
All along Deqing has the
honouring tile of "The Place of Fish, Rice, Silk, Bamboo and
Tea". Traditional agriculture is mainly engaged in rice or
mulberry. After the reform and the open-door policy, aquaculture,
livestock and poultry, bamboo and bamboo shoots gradually rise to
be leading trades. In the year 2002, 6,000 ton of freshwater
shrimp, 30,000 ton of freshwater fish, 60,000 tons of early garden
bamboo shoots, 8,000 ton of silk worm and 360 thousand live pigs
were produced all over the county. The number of domestic fowls
reaches 5 million. In addition, there are agricultural special
products like Mao bamboo, tea, pear, peach, and Chinese chestnut.
In the year 2002, the total agricultural economic revenue of the
whole county is 1.44 billion yuan, average income per peasant is
5178 yuan. Based upon its comprehensive economic strength, the
county has been rated among nation's one hundred strongest
counties in two consecutive years.
In recent years, while pushing hard on the
adjustment of agricultural structure, developing benefit
agriculture, strength has been put on the development of the
processing business of the agricultural prouduct, executing
agricultural industrialization. At present, there are 116 agricultural
product processing enterprises all over the county, among which
there are 31 bamboo, bamboo shoot processing enterprises, 25 wood
processing enterprises, 20 silkworm cocoon processing enterprises,
17 cereal and oil, and food processing enterprises, 10 feed
processing enterprises, 10 aquatic product processing enterprises,
3 tea processing enterprises (tea plantations not included) .
Among these agricultural product processing enterprises, there are
8 enterprises whose yearly sales income exceeds 100 million. Among
them, Zhejiang Oushiman Group Company is national agricultural
"Dragon Head" enterprise, Zhejiang Xinshi Grease Co.
Ltd., Zhejiang Deqing Dongli Industrial General Company, Deqing
County Mogan Mountain Bamboo-glued Board Factory are provincial
agricultural "Dragon Head" enterprises.
At
the same time, we also lay heavy stress on the constructiong of
the brands of the agricultural produets. By now, early or late,
the county's "Mogan mountain" brand honey green plum,
Hua Plum have won national "Green Food" title; the high
moutain tea plantation of the Mogan Moutain Yunhe Organic Tea Co.
Ltd. and Nanlu Agricultural Sevice Center has passed "Organic
Tea" attestation; "Shui Jingling" brand freshwater
shrimp, "Shanyaer" brand early garden bamboo shoots,
"Lake Tai No.3" pig used pre-mixed compound feed, "Oushiman"
peal seriels cosmetics, "Tu Baobao" brand furring board,
"Mogan Moutain" brand seriels candied fruit, "Dongli"
brand goose product, "Mogan Moutain" brand model board
for bamboo-glued boards, and so no, won provincial famous brand
product. Seven agricultural products, including "Gu Jian"
brand Mogan yellow tea bud won provincial "Green Agricultural
products" title. In addition, more than ten products won gold
or silver prizes in various activities held by the province or the
nation.
In
order to attract capital from out of the territory to our county
to make investment, we also attatch great importance to the
construction of the investment enviroment of the a whole county.
Deqing County Party Committee [2002] No.2, Deqing County People's
Government [2003] No.8, No.10 documents were issued, giving
ventures exclusively with one's own investment or joint ventures
financial subsidies or tax remission policies (see abstract of
Deqing County People's Government [2003]No.10 ducument for
detail.) To Important projects, "one-project-one-policy"
will be implemented. To intermediary organization or person(s), 6～12‰
of the actually reached capital will be rewarded. The examining
and approving of joint ventures or ventures exclusively with one's
